Charges outline case against SSFD Chief Dolan
The Saratoga Springs Department of Public Safety has accused Fire Chief Joseph Dolan of using a city vehicle for his own purposes, of submitting false time sheets to the city and of failing to list work he performed outside of his job as chief on his ethics forms as required by state civil service law. In total, the city brought 16 charges against Dolan, who has been on unpaid suspension since last week.
Of the 16, six are misconduct charges under civil service law; seven are listed as misdemeanors and three are listed as felonies under the state penal code.
The charges were released Tuesday evening May 23, after city leadership met with Dolan and his counsel, Brian Culnan.
The city contends that any of the grievances should end in Dolan’s termination of employment, but Culnan disagreed in an interview today.
“There's nothing in here that supports termination,” Culnan said.
