Glens Falls: ARPA funding for nonprofit construction creates debate
The City of Glens Falls and the local arm of the nonprofit Habitat for Humanity confirmed in a hastily-called meeting Tuesday May 23 to shift $200,000 of city funding on a multi-family apartment project back to other projects that the nonprofit, low-income housing provider is developing.
Those involved are calling the shift toward the apartment complex “a mistake.”
They also agreed that the city and Habitat for Humanity of Northern Saratoga, Warren & Washington Counties would consider some sort of payment-in-lieu-of-taxes arrangement on one or more projects. As with all nonprofits in the city, Habitat does not pay real estate taxes on properties they own.
No agreements on the PILOT were made as the concept is still under discussion.
The meeting was called by Ward 3 Councilor Diana Palmer who grew concerned
